It may be complete all the way to route I have walked on this section from Sumner Park at least up to the bridge work and it is a very nice path now. The part of the trail that goes through the Winnebago County fairgrounds has been rerouted. It now goes north through Sumner Park and then goes along the river along the north and then the western edge of the fairgrounds before connecting to the existing path.
